After the Second World War in British India, 'Employment Exchanges' were created in the subcontinent in the light of International Labor Organization (ILO) charters and recommendations to rehabilitate war veterans in civilian occupations and continue to function accordingly. In 1976, the 'Employment Exchanges' were reorganized and reformed in the light of ILO Charter and 23(1) and 29(a) of the Bangladesh Constitution, 21 District Employment and Manpower Offices and 12 Technical Training Centers were established in the then larger 21 districts. The government established District Employment and Manpower Offices in 21 new districts (including Satkhira) at the field level in 1994. At present there are a total of 06 Marine Technology and 104 Technical Training Centers (TTC) across the country.
